CMS Launches New Primary Care Focused Alternative Payment Models

On April 23, 2019, CMS announced their Primary Cares Initiative with the launch of two new Alternative Payment Models (APMs). The Primary Care First Model is intended to be a multi-payer model modeled largely after the Comprehensive Primary Care Plus Model featuring a population- based payment, flat primary care visit fee, and a performance based payment in exchange for providing high-quality, cost effective advanced primary care services. The Direct Contracting Model builds on past Medicare Accountable Care Organization (ACO) Initiatives and will make enhanced primary care payments and feature varying levels of partial to fully capitated risk. Both are voluntary five-year models expected to start in January 2020 and qualify as Advanced APMs under the Quality Payment Program. CMS will host a series of educational webinars on both models.
