COL Matthew B. Carroll, MD, FACP, USAF, ACP Governor
From The Governor
Greetings from Ocean Springs, Mississippi! Summer is here and so is the second “wave” (round 2) of the COVID-19 pandemic. To shut down or to stay open . . . to wear a mask or to not wear one? Lots of talk in a politically charged year. More cases, more sick people, more deaths are occurring. How the lives we lived in 2019 seem so far away….
The situation may seem bleak, but then I hear Sir Winston Churchill's immortal words from May 1940, vividly recounted in the movie “Darkest Hour” (2017). World War II was just 8 months along and the British and French forces were reeling from near total defeat, escaping from the beaches of Dunkirk just days earlier. The situation for the people of the United Kingdom was certainly dire. Their ally France fell to Nazi tyranny and the German war machine seemed unstoppable. That's when Sir Winston Churchill gave his electrifying speech to Parliament. He gave several remarkable speeches, but this would become known as “We shall fight on the beaches”. Before the peroration, he painted their struggle:
We have before us an ordeal of the most grievous kind. We have before us many, many long months of struggle and of suffering. You ask, what is our policy? I will say: It is to wage war, by sea, land, and air, with all our might and with all the strength that God can give us; to wage war against a monstrous tyranny never surpassed in the dark, lamentable catalogue of human crime. That is our policy. You ask, what is our aim? I can answer in one word: It is victory, victory at all costs, victory in spite of all terror, victory, however long and hard the road may be.
The peroration is of course the most famous part of the speech and for which it has been named. It roused the determination of the nation.
Even though large tracts of Europe and many old and famous States have fallen or may fall into the grip of the Gestapo and all the odious apparatus of Nazi rule, we shall not flag or fail. We shall go on to the end. We shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our island, whatever the cost may be. We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender, and if, which I do not for a moment believe, this island or a large part of it were subjugated and starving, then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle, until, in God's good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the old.
Though challenges undoubtedly lie ahead as we as a nation, medical community, and individually seek to find a resolution to this great challenge, it is with unwavering confidence that I know we have been placed here for this moment, born for this endeavor, to lead our families, communities, and this nation out of this pandemic. Our policy—to wage “war” on this pandemic using all of our talents, individually and as a collective, to crush the curve and preserve the health of those we serve. Our aim—it is total victory, a future where the lessons of this pandemic help prevent (or expeditiously crush) the travails that we are all living through because of this virus.
Thank you for all that you do for the health and welfare of our great country!
TriService ACP Chapter Meeting
As you are already aware, the TriService ACP Chapter Meeting will be held virtually. The decision was made after extensive discussion with the Army ACP Governor (COL (Dr.) Cristin Mount) and the Navy ACP Governor (CDR (Dr.) Mark Tschantz). We mutually reached the conclusion that with the ongoing COVID-19 pandemic and anticipated difficulty with travel, we would be unable to safely host a face-to-face meeting. In addition, around the time that we were making our decision, other ACP Chapter and national/international meetings transitioning to a virtual format for similar concerns. I am grateful for the nimble response and quick thinking of our planning committee members and support from National ACP. We are going to host a virtual meeting that will still offer plenty of meaningful content for our members!
The meeting dates have shifted a little—we will meet virtually from 9 – 11 September, 1300-1800 hours EASTERN (please adjust for your time zone). We are pursuing Zoom as a platform, although we understand that will make the meeting inaccessible from government computers. The plan is to have plenary sessions with concurrently running specialty break-out sessions and to keep some of our special programming including: abstract competitions, Governor/Consultant Townhalls and the revitalization of the much requested Thieves' Market, hosted by one of the creators of Thieves' Market, Dr. Alex Schafir. Doctors' Dilemma will be held virtually, at a later date, with the help and skill of Dr. Bill Kelly from USU.
The meeting will be a combination of pre-recorded talks with live-time chat and Q&A, with a goal of hosting recorded content in a central location on the Chapter Website so members can access it and earn CME and MOC after the live virtual meeting.
Out of challenges arise new opportunities to excel, and I am very excited to give this format a try. Standing with the Army and Navy ACP Governors, we do fully intend to return to face-to-face Annual Chapter meetings once it is safe, from a public health/pandemic standpoint, to do so. To this end, we have already reserved a block of hotel rooms and the Gateway Club on Lackland AFB for September of 2021. Our experience with this meeting and your informative feedback will help guide how we offer content to members who can't travel to the annual meeting in the future.
Dr. Cristin Mount is also planning some ongoing programming that includes networking and mentorship opportunities, an educational program “Visiting Professor Rounds” that hopefully will be fun and informative for medical student, resident and attending-level Chapter Members. Please continue to watch for announcements about the virtual TriService Meeting as we approach the conference dates.
Winners of the 2020 National Abstracts Competition
The American College of Physicians announced the winners of the 2020 National Abstracts Competition for both the overall program and the Virtual e-Poster Competition. Due to the COVID-19 pandemic, the winning presentations in the Research and Clinical Vignette categories were presented online this year instead of at the ACP Internal Medicine Meeting 2020. In addition, National ACP hosted a Virtual e-Poster Competition in early May to replace the traditional poster competition held annually at the meeting.
Please extend congratulations to Dr. Paul Steinhauser for his presentation “Vaping: Your One-Stop Shop for ARDS”. He was one of the winners of the Resident/Fellow Member clinical vignette virtual presentations. We are proud to celebrate the achievements of these Medical Student Members, Resident/Fellow Members, and Early Career Physicians. They demonstrate academic excellence and represent the best of what the future of internal medicine holds.
Ohio / Air Force Combined Meeting
The decision was made by the planning committee for the Ohio / Air Force Combined Meeting that this will be a virtual event. Dates, times, and the agenda are still being finalized. As more information becomes available, I will send it to you.

ABIM Call for Nominations – Governance Members
ABIM has published their annual call for governance nominations with a number of open positions on their Specialty Boards and Item-Writing Task Forces. The positions are outlined on the ABIM website. Please consider these positions and distribute this call broadly to others.
The ABIM is looking to better reflect the diversity of the physician community within ABIM boards and task forces and strongly encourages physicians from underrepresented groups in medicine and those practicing in a community setting to apply for these openings. ABIM believes it is essential to ensure these populations are well represented, as they are valuable voices in the community.
Information on the competencies ABIM is seeking, an explanation of the roles and responsibilities of service, and additional details on how to apply can be found in the Call for Nominations. If you have questions, please contact please contact Governance Services at GovernanceServices@ABIM.org: or 215-446-3614.
