CMS continues to expand the number of individual quality measures available for physicians to report with 153 in use for 2009. The agency continues to offer reporting methods that extend beyond reporting procedure codes for the individual quality measures, including: reporting disease/condition-specific measures groups and reporting data to a recognized registry that transmits the needed quality information to CMS. CMS will assess whether a physician successfully reported over the course of the full 2009 calendar year for most reporting methods. The agency will assess a few reporting methods over the last six months of 2009—allowing physicians to begin participating in the later half of the year if they did not participate earlier in the year.

The bonus payment amount equals 2% of the revenue that a qualifying physician received from Medicare during the reporting period. Medicare will make the bonus payment at the practice level through the Tax Identification Number—typically the employer identification number (EIN). An EIN is assigned by the Internal Revenue Service to a practice (practice can be an individual physician or multiple physicians). This means that Medicare will pay the bonus earned by a physician who is in a solo practice to that physician and pay the bonus earned by a physician in a group practice to the group practice as an entity. The practice will receive a single check for an amount equal to the sum of the bonus earned by each member of the group likely in mid-2010.
