Medicare "Advanced Primary Care" Demonstration Project
On September 16, 2009, Health and Human Services (HHS) Secretary Kathleen Sebelius, announced a new 3-year “Medicaid-Medicare Advanced Primary Care (APC) Demonstration Initiative” that will allow the participation of Medicare beneficiaries in state-initiated medical home projects that also include Medicaid and private payers. This demonstration will mark the first time Medicare will be a full partner in these multi-payer medical home demonstrations and the practice model would, for the first time, align compensation offered by all insurers to primary care physicians. States wishing to participate in the new demonstration must:
- certify they have already established similar cooperative agreements between private payers and their Medicaid program;
- demonstrate a commitment from a majority of their primary care doctors to join the program;
- meet a stringent set of qualifications for doctors who participate;
- integrate public health services to emphasize wellness and prevention strategies.
The Centers for Medicare & Medicaid Services will develop application materials later in fall 2009 with the expectation that the demonstration programs will begin in 2010.
