Advocacy Briefs: House Economic Stimulus Package Includes Provisions to Support Primary Care

The U.S. House of Representatives is considering an $825 billion economic stimulus package that contains $157 billion in health care related provisions. Several provisions support and strengthen the nation's primary care infrastructure, clearly showing that Congress and the incoming Obama administration view primary care as a critical health care component in the nation's overall economic recovery plan.

Specifically, the draft measure provides $600 million to train primary care health professionals, such as primary care physicians, dentists and nurses, while also helping medical students who agree to practice in underserved areas after graduation pay their medical school expenses through the National Health Service Corps.

Other Health Care Provisions

Other provisions in the economic stimulus package related to health care spending include:
• $20 billion for health care information technology
• $1.1 billion for comparative effectiveness research conducted by the Agency for Healthcare Research and Quality.
• $550 million to modernize technology at Indian Health Service hospitals and health care facilities;
• $3 billion to promote preventive care and wellness programs;
• $1.5 billion for renovations and expansions of community health centers;
• $900 million for research into an experimental pandemic flu vaccine and countermeasures for potential chemical and biological attacks.

Nominate Outstanding Residents and Colleagues for ACP Awards

The Awards Committee of the American College of Physicians invites your assistance in recognizing the accomplishments of distinguished individuals in medicine. Two awards of special relevance to local leaders concerned with Associates groups are the Joseph E. Johnson Leadership Award and the Herbert S. Waxman Award.

The Johnson Award recognizes an Associate member of the College—an internal medicine resident or fellow-in-training—who has demonstrated qualities that exemplify the College’s mission “to enhance the quality and effectiveness of health care by fostering excellence and professionalism in the practice of medicine” and has outstanding achievements in any of a wide variety of areas. Nominees must be Associates as of June 30th of each year considered.

The Herbert S. Waxman Award for Outstanding Medical Student Educator recognizes an ACP member who is an internal medicine interest group leader, clinical clerkship director, program director, or faculty member who spends a significant amount of time teaching medical students. Nominees should be at the level of an associate professor of medicine or at a lower academic level.

ACP members are also encouraged to submit nomination materials for candidates for other awards and for Masterships.

Complete nominations for the Joseph E. Johnson Award should include a full CV with bibliography and a total of three to five detailed letters of support. The deadline is April 1, 2009. Complete nominations for all other awards (including the Waxman Award) and Masterships should include a full CV with bibliography and a total of five (no more, no less) detailed letters of support. ACP’s annual meeting, Internal Medicine 2009 will be held in Philadelphia, PA from April 23-25, 2008. Internal Medicine 2009 is the premier scientific meeting for internal medicine and features over 250 scientific sessions. Scientific sessions geared toward residents and subspecialty fellows-in-training include: Medicine Crossfire: Hot Topics in Medicine for Residents, Preparing for the ABIM Examination, Teaching Residents and Fellows to Teach, and The Art of Presentation.

Leadership Day 2009

The seventeenth annual Leadership Day on Capitol Hill 2009 will be held on May 19-20 at the L'Enfant Plaza Hotel, 480 L'Enfant Plaza, SW, in Washington, D.C. This two-day event provides ACP members with advocacy and/or media training, an update on the College's priority legislative issues, briefings from Members of Congress, White House officials, and key Capitol Hill staffers, and an opportunity to meet with your state’s elected officials. For International Medical Graduates: Leadership and Career Advancement Panel at Internal Medicine 2009

International medical graduates are invited to a panel presentation at the upcoming Internal Medicine 2009 in April. “Leadership and Career Advancement for International Medical Graduates” will be held on Thursday, April 23, 2009 from 2:15 to 3:45 p.m. in Room 204B of the Pennsylvania Convention Center in Philadelphia.

The presentation and discussion will address unique strengths that IMGs can bring to careers in U.S. medicine, strategies and tools for professional development and career advancement, and how to find mentors and move up. Rashida A. Khakoo, MD, MACP will be the moderator, and the panelists are Shakaib U. Rehman, MBBS, FACP and Maximo Brito, MD, FACP.

IMGs late in their training and early in their careers are especially welcome, but IMGs at all career stages are encouraged to attend. The panel is designed to inspire IMGs to think past residency to excel professionally in academic as well as other types of positions, and aspire to leadership in organized medicine.
