Diversity and Discrimination in Medical Training - The Council of Associates Position Statement
It is the position of the ACP that no physician in training, regardless of where they receive their medical education should be discriminated against based on their gender, sexual preference, race, ethnicity, religion, or country of origin. The ACP Council of Associates (COA) represents over 20,000 residents and fellows in the United States, Canada, and Latin America. Over 30% of Associates in the United States are international medical graduates (IMGs). In view of the response to the September 11, 2001 attacks, it has come to the COA's attention that many residents and fellows may be subject to discrimination and harassment on the basis of their cultures, religions or ethnicities. The COA strongly reaffirms the ACP's position that IMGs should be treated fairly and equitably in all areas of medicine.
The ACP continues to advocate for all residents and fellows. The COA strongly advocates for the following principles:
- Residency programs should treat all residents and fellows fairly and equitably regardless of their gender, sexual preference, race, ethnicity, religion, or country of origin, and all training requirements must be implemented equally for all trainees.
- All internal medicine residency programs should emphasize the importance of diversity, encourage tolerance, and facilitate an open discussion of multiculturalism.
- Internal medicine programs should continue to welcome IMGs regardless of their countries of origin and should treat them with equity and dignity even in the face of new and stricter visa requirements.
- The ACP should continue to encourage membership for all IMGs training in internal medicine.
- The ACP should support equal opportunity for all Associates to obtain leadership positions at local, state, and national levels regardless of their gender, sexual preference, race, ethnicity, religion, or country of origin.
