Dear Senator Frist:
The undersigned organizations urge you to support the Title VII primary care programs funding level of $90.742 million approved by the Senate Appropriations Committee.
As healthcare professionals and teachers, we are concerned that any decrease in Title VII primary care funding in Fiscal Year 2005, on top of a 12 percent decrease in funding in 2004, will be devastating to departments of general internal medicine and general pediatrics at schools across the country. We therefore urge you to support the funding level provided in the Senate version of the Labor, Health and Human Services and Education bill.
The Title VII program helps ensure that health care professionals are trained to provide quality care, represent the diverse makeup of the general population, and are available to communities across the country, particularly those in underserved areas. The Title VII primary care cluster, which provides funding for general internal medicine and general pediatrics, is the only federal funding dedicated specifically to the education and training of the primary care workforce. One half of primary care providers trained through Title VII programs go on to work in underserved areas, compared to just ten percent of those trained in other programs. These programs also have proven to increase the diversity of the workforce, graduating up to five times more minority and disadvantaged students than programs that do not receive such support.
We thank you for your continued support of the Title VII health professions program, and hope that you will work with your colleagues to provide increased funding for the Title VII primary care program, including general internal medicine and general pediatrics, for Fiscal Year 2005.
