Charles E. Hofmann, MD, FACP

Charles E. Hofmann, MD, FACP, is a native Oregonian who attended the University of Oregon and the OHSU School of Medicine. After completing internal medicine residency training at Maricopa County General Hospital in Phoenix, Arizona, Dr. Hofmann established an internal medicine practice in Baker City, OR, a base from which he has made remarkable contributions to the profession and community for nearly three decades.
In Baker City, Chuck has held every leadership position at St. Elizabeth’s Hospital, is the only general internist left in the area, supervises mid-level clinicians fifty miles away and is on call 25-28 nights per month. From this outpost, Dr. Hofmann has made numerous contributions to the OHSU School of Medicine, including working with OHSU and legislative leaders to capture a federal Area Health Education Centers grant which launched the Rural Primary Care Clerkship experience for all third-year students, serving as a preceptor in his practice, assuming leadership roles in the Northeast Oregon AHEC Center, founding the Oregon Rural Health Association and serving on the Board of the Oregon Medical Education Foundation. Dr. Hofmann was elected by OHSU students to Alpha Omega Alpha Honor Medical Society and received the Charles Preuss Outstanding Alumnus of the Year Award by the OHSU School of Medicine Alumni Association.
Dr. Hofmann’s contributions to medical professional organizations have made him one of the most visible physicians in the state for the past twenty years. Dr. Hofmann’s leadership in the Oregon Medical Association included serving as President during 1997-1998 and as Chair of the Board of the Oregon Medical Political Action Committee 1999-2004. During many of these appointments, Chuck would travel across the state weekly to attend meetings or legislative and public hearings. Over the past five years, Dr. Hofmann has been an OMA delegate to the American Medical Association.
Within Oregon ACP, Dr. Hofmann has served in numerous leadership roles, has served as a judge for the Associates Competition annually and has made many clinical and policy presentations. Dr. Hofmann has been a regular participant in ACP’s Leadership Day in Washington and was named by the College as one of the Top 10 Key Contacts nationally for his advocacy work during 2007.
Dr. Hofmann was appointed by the Governor, State of Oregon, in 2007, to be the only physician on the seven member Oregon Health Fund Board established by passage of Senate Bill 329 to “examine the state’s health care problems and develop an action plan for reform”. In September, 2009, Chuck was appointed to the Oregon Health Policy Board which will oversee the Oregon Health Authority to coordinate all state health care services and reforms leading to universal access by 2015.
In recognition of the leadership and time that Dr. Hofmann has contributed to professional organizations, the health of the public and the policy discussions locally and nationally, Chuck has been the recipient of the Oregon Medical Association’s Doctor-Citizen of the Year Award, the Oregon Primary Care Association’s Outstanding Leadership Award, and the Oregon Chapter ACP’s Howard P. Lewis Distinguished Teacher Award.
As remarkable as Dr. Hofmann’s contributions have been to direct medical care delivery, education, professional organizations and health policy, they almost pale in comparison to Chuck’s many other civic leadership roles, including fifteen years on the Baker City Council and two terms as Mayor of Baker City (1989-1993; 2005-2006) during which time his activist administration diversified the economic base, created new tourism offerings and expanded support services for the youth of the area. Also, Chuck was Chair of the Rural Development Initiative which helps economically distressed rural communities with strategic planning and technical assistance. This work led to Dr. Hofmann’s appointment to the statewide Oregon Economic Development Work Group on Economic and Community Development and as a Director of the Oregon Trail Electrical Cooperative.
Finally, Dr. Hofmann’s civic contributions have included smaller, but no less important, initiatives, including multi-year leadership for the Baker County Court Appointed Special Advocates (CASA), which assures advocacy and support for at-risk children, service on the Board and Development Committees of Students Today Aren’t Ready for Sex (STARS) Foundation and membership on the Boards of two local foundations which support scholarships for higher education for students from Baker County. In recognition of Dr. Hofmann’s remarkable portfolio of service to the citizens of the state, Chuck was selected as one of the 50 Great Leaders for Oregon in 2006 by Oregon Business magazine.
The legacy which Charles E. Hofmann, MD, FACP, will leave for the citizens, health professionals and students in the State of Oregon will be long lasting, broad and deep. The Oregon Chapter of ACP is honored to recognize Chuck with the 2009 Laureate Award for his devotion to, and modeling of, the highest ideals of our profession.
